Honolulu – The U. S. Department of Housing and Urban Development (HUD) Section 8 Management Assessment Program (SEMAP) has designated the City and County of Honolulu a “High Performer” in the administration of its Housing Choice Voucher Program (HCVP).
“This most recent High Performer designation is a tribute to the continued hard work and commitment of Director Nakata and his staff,” said Mayor Kirk Caldwell. “Nearly $50 million in federal grant money is being effectively used to provide housing for 3,700 families in need each year. Through the efficient administration of this program, the city is preventing vulnerable households from falling into homelessness.”
The City and County of Honolulu is the largest housing authority in Hawai‘i administering a HCVP. Honolulu received a score of 145 points (or 100%) and is designated a High Performer. The city’s HCVP provides low-income households with a federal subsidy to rent units in the private market, with participants paying approximately 30% of their adjusted income. Honolulu’s program currently serves 3,700 families in partnership with over 1,400 landlords, disbursing $3.9 million each month into Honolulu’s economy.
“This designation demonstrates the ongoing commitment to quality and service by the City’s Rental Assistance Branch. I congratulate our staff on a job well done, each and every day in assisting O‘ahu’s families. We have now been named a High Performer for the fifth time in as many years,” said Department of Community Services Director Gary K. Nakata.
The SEMAP rating is awarded each year based on fifteen indicators, including: selection from waitlist, reasonable rent, determination of adjusted income, utility allowance schedule, housing quality standards quality control, housing quality standards enforcement, expanding housing opportunities, payment standards, timely annual reexaminations, tenant rent calculations, timely inspections, annual inspections, lease up, family self-sufficiency, and de-concentration.
